Redevelopment of a Former Municipal Waste Site into Affordable Housing
Environmental Assessments and Fill Export Management
New Castle County, DE
REPSG worked closely with an affordable housing developer throughout their redevelopment of a vacant public housing complex situated on a property with a history of buried municipal waste. Initial services provided by REPSG included Phase I and II Environmental Site Assessments, and radon sampling. Following the completion of the Phase II ESA, REPSG delineated impacts to soils and soil vapor and developed a remediation plan that would ensure the safety of future residents, while staying within the budgetary constraints of the client. The new structures at the property were designed to include vapor mitigation systems to prevent the unsafe accumulation of methane gas. As part of the remediation, REPSG oversaw the removal and off-site disposal of more than 2,000 tons of solid waste and soils from the property. Regulatory closure for the remediation performed at the site was obtained from the state environmental agency.
