Redevelopment of a Historic Carriage Works into Affordable Housing

Comprehensive Environmental Consulting Services
York County, PA

REPSG provided comprehensive environmental services during redevelopment of a site which had historically been used as a horse-drawn carriage factory, then for truck body manufacturing, and finally as a textile mill.  Our client’s goal was to turn this derelict factory complex into affordable housing while preserving its unique and historic structures. REPSG’s services began prior to acquisition with Phase I and II Environmental Site Assessments that documented the environmental effects associated with more than a century of industrial activity. Cost estimating in advance of project financing was facilitated by REPSG’s hazardous material inventory, asbestos and lead-based paint surveys, radon testing, and other services. During construction, REPSG removed underground storage tanks, conducted soil remediation and disposal, abated asbestos, and remediated lead-based paint. Our services continued through the pre-occupancy lead-dust wipe testing and regulatory reporting.
