Brownfield Remediation

As defined by the USEPA, a brownfield is any “real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.” Many properties fall under this definition, with the USEPA estimating that over 450,000 sites in the US qualify as brownfields. The redevelopment of such property requires expertise in the assessment and identification of contaminants, the determination of the most appropriate means to prevent exposure to contaminants both during and after redevelopment, and the multiple state and federal environmental regulations that govern brownfields work.

REPSG coordinated the EPA Region III’s first brownfield loan in 2002, and we have industry-leading experience managing brownfields sites throughout the Mid-Atlantic region. We can design and contract cost-cap and pollution-liability insurance policies to minimize or eliminate your environmental liability risk. We also provide our client with guidance as to how a brownfields designation can provide significant grant and tax credit opportunities.

REPSG has the expertise and experience to address brownfield properties of any nature. We work with the owners of heavy industry, light industry, commercial, and former military sites to transform what initially appear to be precarious environmental issues into defined and predictable conditions. Once the issues at a site are defined, and a path through remediation and redevelopment is established, our practical approach to project management ensures that both costs and regulatory requirements are anticipated and addressed all the way through project closeout.

REPSG takes care of everything from initial site assessment to final regulatory closure, including:

  • Brownfields Real Estate Development

  • Turn-Key Environmental Remediation Services

  • Closure Strategy Plans

  • Closure Cost Estimates

  • Brownfields Grant and Tax Credit Applications

  • Regulatory Compliance Representation and Negotiation

  • Buyer/Seller Agreement Negotiation

Remediation Consulting

If contamination is confirmed to exist on a property, REPSG provides comprehensive consulting services to quantify potential clean-up costs, design an appropriate and cost-effective remedial strategy, and satisfy regulators’ requirements to fully assess the site. REPSG works effectively with regulators at every step of the process, and delivers solutions centered on the client’s goals and each site’s unique conditions. Our focused, goal-oriented approach is designed to clearly identify and attain remedial goals. Some of the tools that we use in this process are:

  • Environmental Remediation Estimates

  • Remedial Action Workplans

  • Remedial Design

  • Feasibility Studies

Once a remediation strategy is identified and budgeted, REPSG is there to see it through to the end, performing the following remediation services:

  • Soil and Water Remediation

  • Implementation of Remediation Plans

  • Environment Site Work and Soil Excavation (All field workers are 40-hour OSHA trained)

  • Soil Characterization, Transportation, and Disposal

  • Hazardous Waste Characterization, Consolidation, Transportation, and Disposal

  • Groundwater and Wastewater Treatment Program Design, Implementation, and Maintenance

  • Ex-situ Bioremediation/Solid Waste Management
