Multi-Phase Mixed-Use Redevelopment of a Former Glass Manufacturing Facility

REPSG provided due diligence assessment and consulting services for a developer completing the affordable housing component of a mixed-use development of a former glass manufacturing facility in New Jersey. A phased build-out of retail space, a hotel, a movie theatre, and residential units, including 110 affordable rental units, was planned for the multi-acre site. REPSG worked with the designated developer of the 110 affordable housing units in order to secure the necessary Federal funding under the CDBG-DR FRM program. Services provided by REPSG included the completion of Phase I Environmental Site Assessments, an Environmental Review Record for approval by both NJHMFA and NJDEP, a Noise Assessment, and a Site-Specific Threatened Species Assessment for the Northern Long-Eared Bat. In addition to the written deliverables, REPSG personnel attended project meetings with the client, NJDEP, and NJHMFA, managed information flow between the master developer and the affordable housing developer, coordinated project needs across multiple regulatory agencies, and successfully navigated the then newly implemented process of ERR review with NJDEP.
